Examining the impact of central and local government on housing production in terms of legal and political aspects, CAN examined plans and strategy documents made at upper and lower scales through content and policy analysis. In the study, which is important in terms of discussing the scope of housing investments in metropolitan cities, the housing policies of central and local governments and the role of institutions in housing production, the institutional, legal and economic perspective of housing production, it has been determined that current policies tend to maximize land values and rent in Istanbul.
